Access the above portal to JOAS online meetings, then click "Get PASSPORT (for overseas)", fill in the required information and send it. With necessary password and id in hand, go to the same site, click "イベントを選んで参加する" (sorry, it's in Japanese) and enter with the password you have, select the meeting again, and fill in the form and send it (you will need your passport ID to send it).
